Chuck Floyd serves as a Principal and Partner at Wisconsin Transit & Realty Group (WTRG), leveraging his four decades of expertise and executive leadership as COO of WTRG. He is a seasoned senior executive and CEO with extensive expertise in driving strategy, business development, capture, market penetration, regulatory compliance, program management, and joint ventures.
Mr. Floyd is a retired US Army officer and former US Department of State Presidential Appointee. He has worked extensively with various U.S. government Departments including State, Defense, Homeland Security, Health & Human Services, Veterans Affairs, General Services Administration, and the U.S. Congress. His skill set includes managing both domestic and international teams, collaborating with business, government and other stakeholders, and leading large-scale programs from planning through completion. For example, as a diplomat he managed a $50B State Department program for construction and renovation of all US embassies.
His broad expertise encompasses strategic planning, business development and capture, marketing, program management, security, spiral and agile development, Six Sigma and ISO process improvements, P&L management, supply chain optimization, and operations management. Mr. Floyd has experience writing legislation and managing government relations programs, having traveled to more than 60 countries coordinating contracts, policy, and agreements with foreign government officials.
Additionally, Mr. Floyd has demonstrated success in building, managing, and motivating high-performing teams that exceed expectations and company ROI (Return on Investment) objectives.
His extensive background includes experience with IT services, cybersecurity, encryption, artificial intelligence, C2/4 systems, physical security, healthcare, analytics, blockchain, project management, and construction—skills that complement WTRG's ambitious infrastructure development goals for the Kenosha-Racine-Milwaukee (KRM) commuter rail project.
