Jeffrey F. Boothe is the President of Boothe Transit Consulting LLC (BTC). As a leader in the public transit industry, he has created a niche in surface transportation policy, developing a proven track record of successfully advancing public transit projects through the Federal project approval process. He has specific expertise providing strategic advisory services to project sponsors seeking to advance transit capital projects through the Capital Investment Grants (CIG) project approval and funding process.
Jeff combines nearly 45 years of legislative experience, starting with serving as a legislative Assistant to a United States Senator and then as a Professional Staff Members on the United States Senate Appropriations Committee. He has hands on federal transit project experience working directly on more than a dozen Capital Investment Grants (CIG) projects currently in revenue service.
Jeff is a graduate of Stanford University in 1977 and received his law degree from George Mason University Law School in 1987. He practiced law for 28 years with three different firms closing his legal career with Holland & Knight, LLP after fifteen years with the firm.
Jeff is the only chair of the Capital Investment Grants Working Group (“Working Group”) since it was formed in 1995. Members include transit properties, cities and private sector companies that actively support expansion of discretionary funding from the Capital Investment Grants program for the planning and construction of transit capital projects.
